TAFE Outreach programs are closely aligned to the Federal Social Inclusion Agenda ensuring NSW education is accessible to people who face barriers to learning including geographical and social isolation, language and cultural factors, financial hardship, lack of educational confidence, being unaware of opportunities to learn, a disability or family commitments.

Processes, Content and Goals
Following initial consultations, ongoing negotiations identified particular skills and curriculum content that would best support the learners achieve their goals.  Gaps in their skills were identified alongside requirements for entry to Goulburn Police Academy.
The program was developed with goals to complete a Certificate IV qualification, to extend their community networks and understanding, develop time management, literacy and numeracy skills, general knowledge, independent living skills and independent study skills. Senior First Aid was acknowledged as an asset for the participants so was included in the qualification.
The students were encouraged to use the DET portal for communications to build their skills in using educational online learning facilities.
